The ability for anyone to publish a template from any tenant and for anyone to install others' tenants.

It's disorientating when blocks move around based on their contents, so a 'fixed' layout that's more curated would be welcome. Could that be 'anchoring' blocks in their place (too much whitespace?) or a new type of layout?
