Ability to send notification to users without any role or without inviting to the tenant

It would be great to send notification emails to the user without any role or without inviting mail IDs to the tenant.


Example: If a tenant allows anonymous users to visit and apply for job positions, it would be advantageous for applicants to receive email notifications regarding the specific roles they've applied for.
