Admin tour

As a first-time user of Applaud, I would welcome an introductory tour of the app that shows me around the essentials.

Make an admin's app onboarding apply across all tenants

When I login to a tenant I get some introductory content, such as a "Welcome to Applaud" popup. I see these every time I sign in to a new tenant, rather than just once. It would be better if I only saw this once across all tenants.
