Mouseover effect on hyperlinked text/picture

This option would improve UX in our People+Connect page - right now, it is not obvious that the image or text is clickable when hyperlinked. I created example of what I mean in this page https://dev2-smith-nephew-com.tryapplaud-eu.com/our-behaviours - it was possible to do it via HTML/CSS editing in text blocks but it would be great to enable such option in user interface while editing blocks as well.
