Add solution for goals library

Solution for the goals library that can be entered by HR team and assign it to eligibility profile so based on the eligibility profile those goals can be either auto assigned in the goals settings phase; or to be available for selection by manager; or forced by the system and managers and employee cannot change it as it is forced by HER. Accordingly, that will make some kind of standardization on the goals details.
