Personalize by language and location (locale)

The ability to be able to personalize a site based on the user's locale that works for both anonymous and authenticated users, including:

• A picker that allows a user to choose their language + optionally location

• Detect and default the user's language and location via geoip and then their browser settings

• Ability to deep link to a particular language/location via the url

• Option to filter menus, pages, blocks, list items and access control by either the users's language or their location
